The device
A systematic observation system for the real functioning of the right of access to public information at the municipal level. Not a campaign or a complaint. A civic evidence infrastructure.
Each Observatory query is an empirical stress test: universal submission of homogeneous requests to every municipality in a defined universe, objective recording of responses and silences, and full publication of the dataset, methodology and report in open repositories.
If transparency is a foundational pillar of democracy, the systemic ineffectiveness of access rights is not a minor technical problem. It is a structural problem of democratic quality.
